9. It is also possible to argue the opposite

revenue interests of China can be injured.

10. It is quite true that, given the incredibly

inefficient statistical machinery in Hong Kong, a fair

division would present great difficulties:

but it would

be a relatively small matter to improve this machinery

enormously.

11. The difficulty would be no greater, but much

less, than those which have for many years existed in

different parts of China, both before the unification

of her currency, and, since then, with parts of China

to which that did not apply.
